He's never really had any kind of backstory besides being to original peader of the Reavers, and it's unclear if he and his friends had their parts replaced because of some accident or they just intentionally cut all their own limbs off, but he has no legs regardless, and came out under toy biz AND as a BAF for Legends, so there it is.
