Revoltechs used to have bad paint in the 00s-early 2010s, it was super shiny, thick, and gunky, and it tended to get sticky over time. In the mid 2010s, they started to fix this, and now their paint is generally great aside from the occasional specific figure with problems. Like look at the quality here. Clean lines, candy coat blue, matte and gloss where appropriate, the camo tampos on the pants...they've come a long way. I would say most of my AY figures look amazing, and most Figmas these days look phoned in with their flat colors and (typically) lack of shading or any complexity whatsoever.
Now, this is also because Figma tends to go for a simpler style and licenses that do well with flat color, but it does still mean that their paintwork is much more boring to look at. It's usually clean, that's about all I can say for it.
