It was released in a set that was relatively rare.
Also, Ant-Man's costume in Civil War was different to his solo movie costume (Pic related). The buildable Giant Ant-Man from the Airport set (as well as the nanofig version) were based on this CW suit, where as the Ant-Man from the solo movie set was based on the suit in the movie.

I think a better idea would have been to release a regular minifig sized Ant-Man in a polybag or mini boxed set, with a mini plane and truck and Captain America and Iron Man nanofigs.
