Though if we're talking traditional value, as in price per brick, I think (could be wrong though) the average is around 10c per part. So you can do the math yourself to work out what sets are good value for what you want.
If you're okay with cleaning and sorting then maybe consider buying 2nd hand lego in bulk from local garage sales or craigslist or your local equivalent.
Those big buckets of pieces aren't a bad idea either if you're needing to flesh out your collection with new pieces. (pic related)
If you're looking for value though stay away from star wars and other non-lego ip's. The prices for those sets are jacked up to around something like 14-15c per-piece.
