As the other anon says, the white streak only ever appeared three times: during Hush, the Batman Annual that tied directly with Hush by explaining Jason's role there and pic related.
Winnick himself never depicted Jason with a streak and Morrison dropped it all together the next time Jason appeared as Wingman in Batman Inc. That said, nowadays the streak does show up in non-canon stories and is entirely a decision from the creative teams to use it or not.
