Both have larger head holes than the neck balls, so you'd need to stuff them.
America's head may be a bit small and the hole too shallow, resulting in a long neck. Her long hair doesn't allow to use the backpack.
Also tried Jessica Jones and 60th Black Widow while I was at it. Same hole size as the other heads, and Jessica's hair gets in the way of the backpack as well.
