They're designed for sensory overload and Giger-esque horror first and foremost without any thought put into an actual transformation, which means the toys are usually shellformers with fake vehicle parts as a compromise for mild film accuracy.
That said, this statue actually has a coherent armored appearance and is instantly recognizable as a Transformers design. It still can't actually transform, but at least it looks pretty.
