I am surprised it was done at all. They skipped Formula's tires completely. I am pleasantly surprised. The only thing that bums me out is that the weapons Shinnosuke here is using weapons from tires that have not made it into SHF form.

Maybe for this coming Spring movie they will do a 1 & 2 vs 3 & 4 film, with 2 debuting in a new suit to complete the four aesthetically. Maybe that could boost his popularity/relevancy.
