Do you mean the actual neck part? Double no, neck pegs can't swap between 1.0 and 2.0.
Gonxx and the Deluxe Goblin Legion Builder have a special neck that fits into 1.0 bodies but the ball on top fits 2.0 heads.
Bog/Helphyre goblins have a special neck part that just pegs into the hole of 1.0 bodies.
