Bandai didn't start neglecting them until In Space. The monsters were a pretty big component of the original MMPR line. That was before Battlizers, and cockpit modes, and all the other shit Bandai started padding out their lines with. If Playmates is trying to recapture the magic of the original MMPR line not having any villains is a pretty huge omission.
The Hasbro monsters had more problems than scale. They were priced too high for niche characters, and had too little paint for the cost. Some of them also had bad sculpts. They were just undesirable figures all around. Super 7 were similarly oversized and even more ludicrously priced. Bandai had no trouble selling much less popular monsters in their Dino Charge and Ninja Steel lines because they were cheap $10 figures. Which is exactly what the Playmates line is... yet no monsters.
