Captain America didn't need it, but because Yamaguchi doesn't know the character, he made him into a wide bulk amatuer weight lifter, thus created a problem that didn't need to be solved in the first place with an ugly joint system that can't be hidden.

ALSO, I've never seen them use the chest piece like that. Even Yamaguchi's marketting had his shoulder articulation coming out of his ears to point forward, so i'd like to see an example of it being posed naturally.
