Hasbro probably just offers what they think are desirable characters as exclusives for stores. Wal-Mart is very shit though at handling distribution, you may never see any of an exclusive figure at some stores and then over a year later the figure will be sold only on their website at $5 a figure.
Pic related is one of the dudes from Hasbro who's in charge of the toyline saying that the Mimban Stormtrooper that nobody had even seen at retail was in fact out, they were just super rare, because Wal-Mart hardly sent any to retailers and then just kept them sitting in warehouses. I ended up getting some finally about two months ago for around $5 off their website when they slashed the price.
