For decades 1/48 and 1/50 was good enough for 28mm wargaming. But some companies did not sell enough in those scales because of direct competition of injection molded kits in 1/48 so they basically invented their own scale.
Some would claim that originally 25/28mm tall miniatures match the 1/56 vehicles perfectly but that would require the companies to actually sell realistic proportioned 28mm minis, and next to no company does that (especially not the ones who sell the most 1/56 kits these days). Their miniatures are grossly oversized ("heroic scale") and there is no way they would actually fit through some of the vehicles hatches.
