We know it takes over a year to produce a toyline, so they have to get as many designs as they can from the movie production.
Hasbro has talked about the movie producers will send out packets with character names and brief synopses about who the character is in the movie. This is also done at trade shows for TV/movie/books where the companies are trying to license their IPs out.
I believe it was Abrams that talks about Zuvio and what role he was supposed to play, before it was cut out in the movie.
We also know how movies are screened by various people and they routinely get edited based on their feed back. So a lot of shit is cut out from the movies and we know this happens even a month before its release date.
Then there's the designs that get changed all the time. Sometimes seen in trailers, othertimes from marketing shit published in magazines, or just from the art books. Common sense also dictates that a toy company wouldn't purposely change the design of a movie character, especially since they'd get all the material from the licensor.
