The model is just a tortoise shield formation with the Lego Minifigure line Roman legionnaire. Roman soldiers in the front line hold their shields with RH forward, soldiers on flanks hold shield to the side with arm on the same side as their flank, and soldiers before front row all hold a shield up with spare hands.
In the real historical account the soldiers didn't have spare shields, so only the front row would hold their shields in front of them and all rows behind the front would hold their shields above their own heads and above the heads of the rank in front of them.
