I would also assume the failure of Spirits, and that Ganbarizing manga play a role in that. It would only serve to distract from the brand, so that's why things like the Kuuga manga, novels, and Amazons only get cursory acknowledgement.
You'd think they'd follow Tsuburaya's lead, but then you ask the question. Do they adapt an old show like the Kuuga manga and risk damaging a character's marketability (like Decade almost did for Kuuga), or do they make a completely original character who may not be able to penetrate into popular culture? The logical step would be an inbetween like what the Ultraman anime or Amazons did. Maybe someone like Stronger or ZX who is already popular could be reimagined, but then if you Showa kids won't know the character, but if you go Heisei it may be too recent and hurt branding whenever they want to bring an actor back.
The whole thing is a multi faceted issue regardless.
