Yeah sure, if you are looking for random non-modern commuter trains I guess the paper kits will do, but if you are looking for Shinkansens, other express trains, or modern commuter trains you have to shell out a ridiculous amount of money unless you go for the extremely limited selection of modern, cheap Japanese HO trains.
I'd love for you to prove me wrong, I really would. I'd be thrilled if I could find a 500 series shinkansen or an Odakyu 60000 series that would not absolutely obliterate my wallet.
