RIHIO's 15-man packs WERE the cheapest by far, at 70 Chinese Yuan per pack so like 0.70 USD per head but they're mostly sold out. They are still packed-in with the kits from MM004 onward. If you search hard enough on Aliexpress/Taobao you might find them.
Bandai Gundam Microwars candy toys are probably the next cheapest at 500 Japanese Yen for 3 dudes and a mech, so about 1.30 USD per head. However the line has been dead for more than a year. Also they are slightly larger than 1/60 and do not have leg magnets.
MFT, the main company making Diaclone KOs, only sold a small quantity of KO Dianaut 1.0 packs that came in various colors. I think they were 40 RMB for 4, so like 1.5 USD per head. Long sold out because MFT stopped KOing Diaclone like 2 years ago. You'd need to be very lucky to find leftovers on the market.
