Prior to that set's release, Lego had always insisted that the yellow figs didn't represent a specific ethnicity but were generic smiley faces. With the release of Cloud City, it became clear that the Lando fig was "black" and all the yellow figs in the set were all portraying Caucasians. Shortly after that, Lego began producing representations of white actors using the Light Flesh color instead of yellow.
If they would have just used this head for Lando, everything would have been fine.
