Again, the reason your local Walmart #1252 doesn't get new stock is because they DIDN'T sell 2 dozen GI Joes from the last shipment. They're not able to predict the future, but they're able to make educated guesses as to how much they're going to sell based on PAST SALES. This is how businesses are supposed to work, which was extremely difficult to do with giant conglomerates before computer automation started getting good. So now computers are able to see how many figures actually sold and order (or not) more based on whatever inputed values the accountants/managers figured out.
If another store that does carry a bunch of stock and it goes on clearance, yes, it's literally the consumer's "fault." But the fault could be that the consumer doesn't want the product, and it can be because it's shit or because they can't afford it. Or many other reasons.
Stores are TRYING to estimate how many units they need to order every quarter, and when those estimates fail because of low consumer demand, then stores like Ross, Marshalls, Ollies, TJ Max, Burlington Coat FActory, etc get all the stock that "primary" retailers need to dump.
And it should go without saying, every single time you see GI Joe at Ross/Ollies/etc, primary stores like Walmart/Amazon/Target/etc are lowering their orders for the next year/quarter..
