The figures were well sculpted, easier to pose than their larger counterparts because the joints didn't ratchet, and they hit a nice price point. The small size also made them feel novel, like desk toys, and I ended up picking them up and playing with them more often as a result.
Even if it ultimately died, I would never call that line a failure. I still treasure every one of my Minis.
