Do they need to be pocket sized today? I guess MM were cheaper than Star Wars. Not only because of the license, but size always play a big part of price.
And i agree that most micro playsets feel like an evolution of Mighty Max.
If i would reboot them, i wouldnt change the size. Just create a size between Mega Heads and Doom Zones. But i would add some interlink thing. Like

Micro Machines did that with their playsets too. You could connect them and create big playsets.
Maybe i would go for Video Game inspired approach. So every playset is a level. And Micro Heads would be additional level parts. How to achieve that? I would have made rubbery wodden plank bridges that can be put over the rim of the playsets. So kids could connect them how they want it. Maybe put some special connector bridges in nautilus that would connect a flat with a upright set.
