Though I did convert a full hull only kit to waterline once, but that was a resin one meaning I had a solid chunk of material that I could put to a bench sander. A hollow styrene one... maybe with some internal bracing it'd stiffen up to the point where you could put a large sand paper down on a flat surface, the keel onto the sand paper, and get going. Or brace it up and then figure out some way of getting the underwater part marked nicely so you could cut away the majority and then sand the rest. Very carefully dipping it in coloured liquid perhaps? Doesn't need to be something really persistent (better not, so you can wipe off and try again a few times)
