The PVO was of course responsible for the air-defense of the USSR's airspace itself, so if a pilot went down it was going to be above friendly territory, so might as well wear high-vis orange.

Also you have shit like this Flanker pilot of the PVO. He wears orange, probably because since he's with the air-defense if he has to bail out it's going to be over friendly Soviet territory so escape & evasion is not something that needs to be accounted.
