It seems you've encountered the Idiot. The Idiot has buyer's remorse and wants a full refund without sending the item back, but the Idiot can't get a refund unless he sends the item back with a tracking number to prove it. He will nag and nag and nag and drag things out as long as possible hoping he can annoy you into just giving him free money. Explaining the refund process to him will get you nowhere. Eventually he will open a dispute and Ebay will ask him to upload a tracking number before he can get refunded. He won't do this and the case will close in your favor.
On a similar note, the last two times I've had a legit problem and needed to return something the return label's tracking number could not be uploaded. Apparently it's a flaw in their system some people encounter and they refuse to acknowledge it (or maybe they've intentionally blocked me from doing so after so many returns?), but it means I can't return shit that smells like cigarettes anymore, so I buy all my figures sealed now.
