Look at pic related. The union (fulcrum?) and the entire gun is at chest level (similar to the figma pic), while the guy in the warthog have his gun located nearly at face level.
Now, I'm not a /k/ommando, neither fan of the halo series. So, as an outsider, I think the warthog may not be in scale with the figma (probably is neither in scale with the original model), but they look fine. Not only because the gun, but also because the driver looks natural because the wheel is neither at the full extension of the arm, or nearly touching the chest and forcing the elbows near the back.
