While you're right that Bandai did make a new head for SSB Goku, they didn't bother for SSB Vegeta, base 2.0 Vegeta, or Majin Vegeta. And the new SSB Goku head they did make was inaccurate. The new head they made for Rose Black was also inaccurate while the Dragon Stars version is correct. Basically when it comes to the hair figuarts are a mess.
