Same for all the different tmnt characters and most marvel mutants. The concept sketches came before the stories. Most of it was just to stand out against other hiro characters. See this is named making a characters look iconic not a gimmick. You can make a character look interesting or iconic and then give to this blank slate some personality. This is how all characters are made.

Like explained in lore so the cartoon the writers did not have any idea what to do with him. And this ends up being worse then giving him no lore at all.

Example adding some mechanism to spider man like suction cups to let him stick to windows or mirrors to mimic his in lore ability to crawl is OK. Or adding mechanisms simply because like these Garfield toys people used to stick to car windows (he can not do this in lore).
