They probably voted that because they wanted that specific figure to be the winner of the fan contest, regardless of the fact that he'll inevitably get a half dozen toys anyway later down the road.
Personally I always hope to see characters that are unlikely to ever get a figure again on the list, which means pretty much any EU character. We don't need any more Darth Vaders, Lukes, Han Solos or anyone else from the movie. I just want the damn "obscure" characters like Naga Sadow and Darth Tenebrous.
