It's not scaled though. If you put King Cold on there and had him fit into the frame he could be drawn the same size as Goku too. He's scaled to fit into the shot, not to be a reference for how tall exactly. When it goes against every shot of SS4 Goku next to someone in the series it isn't accurate. When Bejita literally shrinks it isn't accurate.
Then again you're ignoring shots where perspective isn't an issue.0gtar
