The person in charge of ordering toys should know what will be a good seller or not, and a toy company should be informing their buyers that too.
IT's ultimately the retailer's fault if not enough stock is ordered to fulfill demand.
See this shit? Woefully under ordered by most retailers, if they ordered any at all, because they dont get army building. This is despite the toy company themselves explaining how customers buy these sorts of things, building armies, navies, etc.
I know a few retailers (specialty toy and comic shops) who ordered the fuck out of Rogue One Stormtroopers though AND because of that, their prices were actually really fair. Like $12 or $13. So they know what's up.
