>>8494773I'd say so, but with Nappa it's more of guessing how he scales because he really doesn't stand besides people except Vegeta, Piccolo and Tien. It's mostly just judging based how tall others are. Piccolo comes up to around Super Buu's chin, and the Nappa figure comes to around there. Super Buu is accurately scaled to Goku, so on that level it works.
The only picture you can get a sense of scale with Nappa and Goku is in this picture. If you can accurately replicate it then that's all Nappa ever needs to be.
