>>7721823I think its just loosely based on the City Hunter. The design was done by Takayuki Takeya, and he designed the Figma Big Chap as well. He also designed this Samurai Predator in the Hot Toys line based loosely on the AvP designs.
He's one of those designers who's name comes with a premium, which is why all the figures come with a higher price tag, because of the air of pretension that comes with it.
