That's the peak of Soviet military electronics. Never managed to enter mass production though. Further development was stalled by lack of funds in 1990s.
At that time they had some very fun and progressive ideas about future Soviet Army in 1990s-2000s regarding computerization and network-centric warfare, datalinks and integration of all combat vehicles in computer networks (pretty much the same thing US were working on a bit earlier). Didn't have time to work on it before shit hit the fan and military industry collapsed for a decade.
The point is: experimental soviet tech was much more advanced than what they have deployed en masse. Having advanced tech in limited numbers is one thing. Mass producing it is another.
