In universe, I guess the idea is that the armor is for flight and protection, and the soldier take whatever weapon they're best at, or what the mission requires. Her backstory skin being much lighter supports that theory.
I guess they could have just had her fire rockets out of her barrage points one at at time, and then still have her unload with all of them for her ult. Would you have liked that?
