They've been teasing that they can do concept art characters, and that TL was a Ted Mayer concept, not something original to Filmation. I would assume (and I could be wrong, I'm no expert) that the only things that might potentially be off the table are things that Filmation did with no Mattel input. And even then...they filed trademarks for Scorpia and Batros, which afaik did not begin life with Mattel...so maybe they can do the character but not the exact likeness?
