Because, unlike modern interpretations of RX-78-2 (or pre-Tracks Masterpieces for the matter), he's just a plain design with little to no extra detail added on him besides what was already in the childish Sunbow design.

Once again, it's as if Gundams were forced to never evolve beyond this on any other aspect besides articulation.
