If you're going by the cartoon, then he's very slightly too large for traditional MP scale, but also too small to be properly to scale with the BW MPs (which are too large to properly scale with the main MPs). This is brief going off comparisons where the BW crew is seen with some of the G1 crew in Optimal Situation.
I don't think perfect scale is really majorly important any way as long as it looks good and is at an approximate-enough size.
