Realistically, what are the odds of a base Android 21 figure? I wouldn't consider clone Goku, a cheap and easy repaint, evidence of Bandai having much interest in fighterz, but them using it to advertise future figures like Cooler, Janemba, and Kefla makes me think they don't consider that well dry.
