The Storm Lance only comes with a few bits of cover, while the Weapons Customizer is literally just Figures, a boat load of weapons, and some crates to keep them in.

Elites only got the interchangeable Armor when they got upgraded to Super Articulated Figures, which was around when Charlie was hitting the Shelves.
As for them being cheap plastic... They kinda are.
Really the only place it's really noticeable is with the Shoulder Pauldrons, and that's because they clip directly to the arms...

...Yeah, another flaw of the Armor system is that certain parts, like the lower legs or the forearms on human figures, are PART of the figure.
In addition, the Armor Customizer don't come with spare Hip Armor, which can be specific to an armor set like the Boosters on the Elite Rangers.
