In my autism-canon, Targetmasters are all a unique sub-race of Cybertronians with a rare ability to directly tap into their sparks for near-limitless firepower. In the early days of the war, many of them were treated as a lesser-race, imprisoned, expirimented upon, dismantled, and their lifeless bodies repurposed as standord weapons that, while not as powerful as a proper binary-bonded Targetmaster, are more accessible and don't require any training or bonding to wield. As a result, actual Targetmasters are somewhat endangered, and most of the ones that survived did so because they managed to binary-bond with a bigger bot that protected them.
