Just like Deathstroke, Arkham Knight, Agent Venom, and even Bucky if you think about it. AY for these happen because that type of character sells. Performance of the movie doesn't matter, superhero movies don't perform that well in Japan anyways relatively speaking. Also there is a future movie appearance in Thunderbolts so better than most MCU villains. The design they should go with is the game one though.
