The truth lies somewhere in the middle. There were black pharaohs, from Ammeris the Nubian onwards, responsible for repairing Egypt at a time petty warlords were destroying the civilization, but they were ultimately crushed by Persians. By the time Cleopatra came around, rulers were mostly of Greek descent.
Ultimately, people want to feel special, especially if they're disenfranchised and oppressed now. If they want to pretend they have the blood of kings, they can. It just won't help their cause at all when they live in a constitutional democracy and not a pharaonic religious dictatorship.
