It's clearly a heavily retooled version of the Commander Cody headsculpt (so I can only assume the inevitable Jango hs will also be based on Cody) but it looks like he has a major case of galaxy brain. I think they made the cranium simply too big for someone with a buzzcut. The ears look strange as well, and my mind could be playing tricks on me but it looks like his jaw was taken in slightly from the Cody sculpt? I don't know, but it's hitting my eye as strange.
