She was probably intended to be Anno's tongue in cheek commentary on pointless characters to sell merch, as well as the average anime character being placed into that setting, but much like everything since the original TV series ended, that just means more things to sell and nothing else. She's basically just there to do the things Asuka is supposed to do and job to who she's supposed to job to.
I wouldn't be as irritated about it if the toys based on her shit were actually good, but I despise the Unit-08 and its variations and the designs in the various Rebuild movies don't look half as good as the TV stuff or the supplementary materials like the SRW and other game versions of the armoury.
