I don't think there were more toylines being released per year than in the 80s.
But they're all outdated and outmodded trash. Same with 90s toys. Yeah, there's some great sculpts and the beginnings of the modernity of toys, but they're all severly lacking in one way or another.
Mid-00s toys can still hold up today. Same with late 00 toys. SOME early 00s kinda sorta hold up, but not really, even if they have some god-tier paint apps.
And that's one of those crux budgetary things for how the 00s have some of the best toys ever produced. You could make a super articulated toy with high end paint apps for CHEAP as fuck.
Once China started asking for more money, every toyline by every toy company in the world suffered. Either asking for more money or just cutting the budgets.
