His skin tone seems identical to the light tan they often use for Mediterranean, Asian or sporty/beach tanned people on the right. You may look among figures of those themes or look for light tan heads from ebay sellers.
The hair and moustache exist and some viking figures sport them. The horned helmet, I haven't seen it in that particular deco and a seach on playmobil database doesn't show it so I would guess it doesn't exist (
