Sometimes it's the same piece in different material, other times it's some quirk of how the sprue was laid out and they want to re-use something from another kit (Sophia and Rania both have those same pieces, as Anon implied).
It's become a bit of a concern with both Bandai and Kotobukiya because they've released a bunch of stuff in the last few years that wastes an unconscionable amount of plastic. Like one kit had 2 big runners with 80% of the plastic just being wasted rather than making a new runner to include those 2 or 3 pieces.
