7" is basically a marketing gimmick and to make fans feel better about paying more than 5-6" figures that you see sold in WalMarts. That 1" difference is pretty neglibible in production costs and wouldn't really affect paint and molded detail.
Based on other licenses I've read, like with Hasbro's Star Wars and Marvel license, their ability to produce toys is splits by where their product can be sold. So NECA stuff is sold to the "direct market" and not put in the children's toy sections, because it's a collectors toy not meant for children
Why not making it 1:12 scale, since Playmates doesn't do that scale? Likely because the rest of NECA's stuff is 1:10 scale and that premium collector cost of +$5 more than 1:12 figures.
