Think about it, he's a dude well into retirement age who was primarily a martial artist, and did a handful of movies in the 80s and 90s probably to get some money in his pocket and a little international recognition. Now suddenly 30 years later, a toy company from another country wants to use your likeness to make toys from a children's movie for Americans in their 30s. This man has no reason to hold any sort of reverie for ninja turtles, and the idea of adult toy collecting is very much nested in otaku culture which for someone in his generation probably reminds him of the Otaku Murders in the 80s. He could be creeped out by the very idea of adult men buying tiny versions of himself and I honestly wouldn't blame him.
